The monitor's 90 W power delivery will not run the mini PC.

A monitor needs a matching video output on the mini PC: DP 1.4, HDMI 2.1 or a USB-C port that carries video. The ASUS ExpertCenter PN65 and Apple Mac Studio (M5 Max) connect through an HDMI 2.1 output. The GMKtec EVO-X3 fits over USB-C, but the monitor's 90 W power delivery will not run it. We have not confirmed the fit for the ASUS ROG NUC 15.
Checked against every mini PC sold on amazon.com, from the specifications we hold for each machine.
No. The 90 W of power delivery from the USB-C port will not run the GMKtec EVO-X3 or BOSGAME M5, so those machines still need their own power supply.
No. The monitor has no speakers, so you need separate speakers or headphones for sound from your mini PC when you use this monitor.
